Felix Achibiri – Chairman

Felix Achibiri is the visionary and executive chairman/founder of DFC Holdings Limited a privately owned internationally diversified African company which was set up to seize the increased multiplicity of investment opportunities in Nigeria and the African Continent.
Prior to the setup of DFC Holdings, Felix was the Pioneer Managing Director/CEO of Rural Steel Bridging Company, a company incorporated in 2006, that specializes in the design, supply, construction and commissioning of galvanized modular steel bridges in Nigeria with Technical support from Messr Us Bridge of Cambridge Ohio, U.S.A a renowned global name in the design and manufacturing of steel bridges and general infrastructure.
With a career spanning two decades he started his career with Falcom Petroleum Limited representing the interest of Clemco Industries Limited a member of the Reliance Group having graduated from the University Of Port Harcourt where he majored in Marketing.

He sits on the board of several companies amongst them: Genesis Electricity Limited, a full service energy solution company providing power generation, transmission and distribution services in African States; Petroleum Projects International Limited (PPI); Fortis Microfinance Bank Limited; Fortis Mobile Money Limited;  Sterling Plaswall Development Limited; African Green Projects Limited (Afrgreen); Greenfield Global Inceptis and many others.
He is widely travelled and has attended several international professional courses, exhibitions and workshops. Mr. Achibiri brings his unwavering strength in identifying opportunities, making the right connections and building relationships for actualization of set business goals.

Felix Momodu Okaka - Co. Chairman

Mr. Okaka has a hands-on working career of over two decades working with major Financial Institutions and other organizations. While in the banking sector, he held key positions from managerial, general management to Executive Directorship level before taking a leave from main stream banking a few years ago.

Mr. Okaka has in-depth experience in public sector projects and public sector relationships. While serving as the Head, Public Sector Business Division, one of the most profitable divisions of the United Bank for Africa, he was responsible for the banks’ public sector businesses in all the states of Nigeria and a portfolio of more than USD750 million. At Diamond Bank, he created a niche for himself for the uncommon techniques he deployed for establishing new branches/businesses and quickly turning them into profitability centers at record times.

With a vast network of global contacts, Mr. Okaka has been involved at different levels in several organizations apart from financial institutions and these include Corp Exchange Limited (project development service, financial counseling and consulting for corporate and private clients), Taefom Inc Canada (management and educational services) and many others. His areas of interest include: Infrastructural Project Development and Implementation, Strategic Business Development, Foreign Direct Investment, Knowledge transfer, etcetera 

He is an alumnus of the Universities of Ibadan and Ife, Nigeria. He is a chartered banker (ACIB) with degrees in Agricultural Economics, Banking and Finance. Over the years, he has had numerous training and development programs in several parts of the world in banking, finance, investment, general management, risk evaluation/management, business development, corporate governance, etc.

Deji Fisho - Director

Deji Fisho is an alumnus of the Ahmadu Bello University, Zaria and University of Maiduguri. He is widely recognized as a charismatic pioneer, entrepreneur and a change agent. His business interests traverse finance, healthcare, capacity development, education, energy and ICT. To his credit, Deji has spearheaded and managed some of the iconic companies recognized in Nigeria and around the world. As a visionary, Deji co-founded Fortis Microfinance Bank Plc and is the pioneer managing director. In three years, he grew the bank to a customer base of 35,000, ensured a monthly turnover of N4.5 billion and a balance sheet size of N2 billion. An unrelenting entrepreneur, Deji was vigorously engaged in the process of securing a mobile payment license from the Central Bank of Nigeria thus making Fortis the only microfinance bank in Nigeria to achieve this feat. This has positioned  Fortis Mobile Money as a leader in this sector

Deji is also the visionary of Fortis Academy, an institution accredited by the Central Bank of Nigeria. He is also a lead consultant to the Bank of Agriculture in Nigeria. In 2007, Deji founded XS Energy Limited - an electric power company that is strategically positioned in the power industry of Nigeria. XS Energy was prequalified to bid for five successor companies of the Power Holding Company of Nigeria namely: Geregu Thermal Plant, Shiroro Hydro Power Plant, Ibadan Distribution Company, Jos Distribution Company and Yola Distribution Company.

The resulting consortium – North South Power is now the only group left in the contention for the acquisition of Shiroro Hydro power (KV) Station. In the light of the present state of security in Nigeria, Deji has partnered with and is a Director of Paxcon America Limited – a defense intelligence company. Paxcon America has been protecting the Pentagon since the September 11, 1991 terrorist attack in the United States. In addition to this, Deji is the co-founder of Foxtrot Securities – a security firm set up to protect lives and properties of individuals and corporate bodies. Deji’s professional memberships include: the Chartered Institute Bankers of Nigeria (CIBN), Institute of Fraud Management and Control, Risk Management Association of Nigeria (RIMAN) and Institute of Financial and Investment Analysts (IFIAN). Other memberships include Abuja Chamber of Commerce, Full Gospel Business Men’s Fellowship, IBB Golf Club and Abuja Literary Society. Deji contributes articles to local and international media. He has authored two books; SWITCH and DECODED. For leisure, Deji enjoys playing golf. His heroes are President John F. Kennedy, Tony Elumelu, John D. Rockefeller, Kwame Nkrumah and the ‘Madiba’ Nelson Mandela.

Hederick H. P. Barlay, (PhD) - Director

Dr. Barlay is a certified organizational development (OD) specialist by Resource Associates Corporation (RAC) and Total Quality Institute (TQI) of Pennsylvania, USA, specializing in, capacity building based on: institutional arrangements, leadership, knowledge and accountability to help selective Sub-Saharan Africa countries. He is co-founder and senior development consultant, for Bullom Homeland Development Corporation [BHDC]. Homeland is found along the 400-mile Atlantic coastal regions of Sierra Leone blessed with minerals and natural resources. BHDC is a non-profit organization for carrying out high-quality research and focused capacity building programs to improve the lives of vulnerable and marginalized groups in communities. It also trains Civil Society Organizations and advocate balanced distribution of the nation’s wealth.

Dr. Barlay is a retired-banker-executive, (Vice President and Chief Operating Officer with over 25 years of varied-operations-management work experience) with Citigroup in Africa, Europe, the Middle East, and North America before retiring to help start-up Ecobank Transnational Inc (ETI), a bank holding company in Togo. He was the CEO of Ecobank Togo and he led the project to set up new subsidiaries of ETI in Nigeria, Ghana, the Ivory Coast, and Benin Republic between1988-1992. Between 1999 and 2003, he was a Senior Banking Consultant & Chief Knowledge Officer (CKO) for United Bank for Africa, a100-year old generation bank with over 300 branches nationwide. Dr. Barlay founded Hederick Barlay & Associates and merged with Summit Capital, a private US Investment Bank, and served as Senior Vice President- West Africa between 2004 and 2009. He helped to negotiate with UK private equity to invest and acquire majority shareholding of 51% ($200M), targeting bailed out Nigeria commercial bank.
Through his renowned executive program of train-the-trainer workshops using materials designed and published by RAC and TQI, Dr. Barlay has empowered and certified many entrepreneurs in Nigeria and Liberia. He was instrumental in turning Liberia Petroleum Refining Company (LPRC) a prominent state-owned institution, from decades long of loss-making to become a tax paying institution.
Dr. Barlay holds a Ph.D. degree in Banking and Finance from   St. Clements University, Prospect, UK and a combined Bachelor of Science in Business Administration and Master of Business Administration (MBA) from California Coast University, California, USA. He also holds a Diploma in Public Sector Negotiation from Harvard University, Cambridge Massachusetts, USA.

Dr. Barlay is a Fellow of the Institute of Directors, London, UK; an Associate of the Institute of Bankers, London, UK and Fellow of the Institute of Management Consultants, Nigeria and a Board Executive Affiliate, National Association of Corporate Directors, USA.

Honorable Gerry Weiner (Queen’s Privy Councilor) - Director

Hon Gerry Weiner is a Canadian Citizen, a former minister in the Canadian Government and as well as a former elected member of Canadian Parliament. He was appointed chairman Board of Directors for the old Port of Montreal by the Canadian Government in July 2009. As a two term member of parliament (1984 and 1988) he held the following positions; Secretary of State, Minister of Multiculturalism and Citizenship, Minister of Immigration, Member of the planning and Priority Committee of the Cabinet, Parliamentary Secretary to External Affairs, Queen’s Privy Councilor.

Within these periods, his significant accomplishment included; responsibility for the creation of the Department of Multiculturalism and Citizenship, principal author of the Canadian Multiculturalism Act, establishment of Race Relations Foundation as well as Heritage Languages Institute, initiated the annual March 21 campaign to fight racism and discrimination in Canada, directed National Literacy Secretariat, created the Immigrant Investor Program, negotiated redress settlement for Canadians of Japanese origin among others at the national levels of government. At the municipal level, he was a member of the executive committee and councilor for Ville de Montreal between 1998-2002. Within the same period, he was equally a board member Federation of Canadian Municipalities. Earlier in 1978-1984 he was successively elected councilor and Mayor for Ville de Dollard-des-Ormeaux. Significant achievements included; co-founding of the Pierrefonds-Dollard Inter-municipal library, Initiator of the first Neighborhood Watch program in Quebec, Co-Chair of the Emergency Medical Services Committee.

His Private sector experience is largely influenced by training as a Pharmacist. As a community volunteer, Gerry was a member Board of Directors Mount Sinai Hospital, Chair Board of Directors Centre for Literacy of Quebec, National Vice-president Haifa University-Canadian friends, Member of the Board Foundation for Vital Aging, Treasurer Alliance Quebec, Member advisory board Executive committee member Bnai Brith Canada, Member of the board CLSC Rene Cassin, and foundation Member of the board Lakeshore General Hospital

Gerry attended Universite de Montreal where he bagged Bachelor of Science Pharmacy (B.Sc.Ph.M), and became a Licensed Pharmacist (L.Ph) from Province of Quebec. He obtained Bachelor of Arts (B.A) from McGill University, and was awarded honorary doctor of law by St. Thomas University, New-Brunswick

 

Denis Dema - Company Secretary

He has been in private legal practice as a corporate legal consultant for over thirteen years offering diverse legal services to companies in the oil and gas, power generation, media publications, manufacturing, environment, logistics and education sectors.
Denis is a law graduate with a Bachelor’s degree from the Manchester Metropolitan University and a Master’s degree in Maritime and International Business Transactions from the Southampton University both in the UK. He was called to the Nigeria Bar in 1986 and has over twenty years’ experience in corporate legal practice.

He served as Legal Services Manager and Company Secretary at NAFCON (a joint venture fertilizer company between MW Kellogg of Texas, USA and the Federal Government of Nigeria) where he was extensively involved in joint venture negotiations for the BOT of the NAFCON Plant and became ultimately responsible for the administrative and personnel management of over 1500 staff.

Afam Nkemdiche-Executive Director [Energy Serve]

Mr. Afam Nkemdiche is a Mechanical Engineer with over 30 years’ experience in petroleum and Environmental Consultancy. Prior to joining DFC Energy Serve, he was the Managing Consultant of ANC Productivity Consultants a Multi-Disciplinary Consulting firm based in Benin City and Port Harcourt. Part of his achievements included; Preparation and obtaining of the 1st EIA approval/certification on a privately-owned Refinery in Nigeria, viz: Orient Petroleum Refinery in Anambra State having worked as the lead Consultant to Orient Petroleum Resources.. Similarly, he was the Chairman, Technical Review Committee of SPDC EIA on Otorugo Crude Oil pipeline replacement (2003), as well as the Consultant to Oben Oil bearing community, Edo State; reviewed SPDC Oben Flow station upgrade. (2006) among others.

Afam also worked  as a Contractor/Consultant to the downstream sector of the Nigerian National Petroleum Corporation (NNPC) -Refineries and Petrochemical Companies. Extant Contract includes studies on heat transfer problems for the Port Harcourt Refinery and involvement in Warri Refinery Turn around Maintenance.

He started his professional career at NNPC Port Harcourt Refinery in 1980 as a Senior Mechanical Engineer where his responsibilities included General Engineering Practice as applicable in the downstream sector of the petroleum industry with emphasis on flow processes optimization, and redesign in the light of field experience to achieve both thermal and mechanical efficiencies. One of his major achievements amongst others in this was the redesigning of the Technical and Administrative procedures of the company's Transport workshop.

He later moved on to Candix Engineering Consultants, Port Harcourt, and Ewistell Nig. Ltd. Owerri where he worked as a consultant and project manager respectively between 1987 and 1990. His major preoccupation included Investigation of local gasoline parameters vis-à-vis engine performance and local ambience. He was at a time retained as a consultant to an inter-ministerial committee (Lead in Gasoline Issue) under NNPC and Ministry of Petroleum Resources, to provide Technical/Position papers on phasing out of Lead in locally produced gasoline presented to Directorate of Petroleum Resources in Lagos, 1988.

Mr. Afam’s major interests span Environmental Consultancy: where he intends to incorporate environmental awareness into Project Conceptualization/Planning/Implementation and monitoring; as well as Environmental Impact Assessment (EIA) Preparation in-line with World Bank Operational Directive OD 4.00/01. Other interests include Opimization of fossil fuel (Petroleum) refining processes and products specifications vis-a-vis local ambience with particular emphasis on cost reduction and environmental protection, as well as the investigation of machined products' specifications juxtaposed with actual product performance requirements; and exploring the adaptability of new and composite engineering materials to traditional applications.

He holds a Master of Science and Bachelor’s Degree in Mechanical Engineering from University of Detroit USA in 1985 as well as an HND in Mechanical Engineering from London South Bank University in 1979. He is a member of prominent engineering professional bodies including American Society of Mechanical Engineers, COREN,NSE, Society of Manufacturing Engineers and Society of Automotive Engineers, amongst others. He is happily married with children.
